OF THE CO-ORDINATION COMMITTEE FOR

HYDROMETEOROLOGY AND POLLUTION

MONITORING OF THE CASPIAN SEA

 

ARTICLE 1

ESTABLISHMENT

With a view to co-ordinating, standardizing, cooperating in and improving in the fields of hydrometeorology and pollution monitoring of the Caspian Sea, heads of the National Meteorological/ Hydrometeorological Services of the Republic of Azerbaijan, Islamic Republic of Iran, Republic of Kazakhstan, Russian Federation and Turkmenistan at the meeting on

“Mutual Co-operation among Hydrometeorological Services of the Islamic Republic of Iran and some of the Newly Independent States (NIS) with the participation of the World Meteorological Organization (WMO) which was held from 3-7 September, 1994 in Tehran, established the Co-ordination Committee on Hydrometeorology and Pollution Monitoring of the Caspian Sea.

 

ARTICLE 2

PURPOSES

The Co-ordination Committee, in order to combine efforts of National Hydrometeorological Services of the Caspian Sea basin countries, who are also Member of WMO, to elaborate and realize a common programme on hydrometeorology and pollution monitoring of the Caspian Sea, attaches priority importance to:

 

Restoration, modernization, establishment and development of station networks and observation systems;

Creation of new systems and maintenance of existing systems and rapid exchange of hydrometeorological and other needed information;

Implementation of common ship expedition observations and research works on off-shore and coastal zone of the sea;

Co-ordinating scientific, methodological and technical aspects of hydrometeorological works and observation as works on the sea pollution observations;

Mutual exchange of real-time and non-real-time data from station networks between Caspian Sea basin countries and also results of ship expedition and science research works;

Formulation of principles of establishing data banks within the framework of the joint work to be carried out;

Joint action in matters of training specialists, conducting of research, conferences, meetings and workshops on hydrometeorology and pollution monitoring of the Caspian Sea.

Elaboration and implementation of action plans for joint activities for the achievement of above-mentioned purposes;

Co-ordination of the activities of national services in implementing the integrated regional programmes of the littoral states in hydrometeorology of the Caspian Sea in co-operation with the international organizations;

Organization of activities of the Committee’s expert working groups;

Organization and conducting of Committee sessions, expert group meetings; and making decision on the date and venue;

Election of a chairman and a Vice-chairman.

 

ARTICLE 4

MEMBERSHIP, FREQUENCY OF MEETINGS AND VOTING

4.1)The Co-ordination Committee is a body uniting, on a voluntary basis, the efforts of National Hydrometeorological Services of the Republic of Azerbaijan, Islamic Republic of Iran, Republic of Kazakhstan, Russian Federation and Turkmentisan in decisions on the Caspian Sea problems. Representatives of these Services are member of the Co-ordination Committee.

4.2)The Member of the Co-ordination Committee have the suffrage in taking decisions on any questions concerning the Committee.

4.3)Decisions shall be made by the agreement of all members of the Committee

4-4)The presence of delegates from at least four Members of the Committee shall be required to constitute a quorum for sessions of Committee.

4-5)The Committee shall meet not less than once a year, and extra-ordinary meetings may be convened if requested by a Member of the Committee and supported by at least three Members.

 

ARTICLE 5

FINANCE

Member will participate in the activities of the Committee using their own financial resources and also resources given through international organizations and other donors.

 

ARTICLE 6

OFFICERS OF THE COMMITTEE

The Chairman of the Committee shall be elected for two years during which time he will organize and co-ordinate the activities of the Committee. The Committee will also elect a Vice-Chairman for two years.

 

ARTICLE 7

ENTRY INTO FORCE

The statutes of the Co-ordination Committee on Hydrometeorology and Environmental Monitoring on the Caspian Sea were adopted and approved at its first meeting which was held from 30 September to 3 October 1995 in Bandar Anzali, Islamic Republic of Iran.

The texts in Azari, Persian, Kazakh, Russian, Turkmen and English are equally authentic, in case of any divergence of the text, the English text shall prevail.
