4.0 Reports

4.1 Report of the Chairman of the Coordinating Committee

4.1.1 The Session noted with appreciation the report of the Chairman of CASPCOM, Dr. A.M. Noorian, which provided an overall review and assessment of the major activities of the Committee since its Fourth Session and expressed at the effective manner which were being undertaken.

4.1.2 The Committee extended its appreciation to all Caspian Littoral States who contributed to follow up activities of the Committee and encouraged them to continue to provide necessary support.

4.1.3 The Session gave its full support for the priorities and future work program which focus on specific needs and requirements of the Caspian Littoral States.

session noted with appreciation the report of the representative of WMO, Mr. E.H. Al-Majed and expressed satisfaction in which the regional activities of the WMO on the Caspian Sea were being undertaken.

 

4.4.2 Presentation of Eu representative the session extended its appreciation to the European Union Representative Mr. for his support on the activities of the coordinating Committee on Hydro-meteodoom and Pollution Monitoring of the Caspian Sea and initatives taken in cooperation with WMO and the Government of Italy.

4.4.3 Presentation of UNESCO representative the session commended the presentationof the UNESCO representative Mr. for its hydrological activities and its regional considerable interest in the activities on the Caspian Sea project .

4.4.4 Presentation of UNDP representative the session was pleased to note the remarks given by the UNDP representative  Mr. with the regards to its cooperation to the CASPAS and  IPM & IS project.

4.4.5 Presentation of UNEP representative the session noted with appreciation the report presented by the representative of UNEP Mr. and its immense support to the activities of the Caspian Sea

project.

4.4.6 Presentation of CEP representative the session extended its appreciation to the Caspian Environment Programme (CEP) representative Mr. for its report as one of the major users of data and information, produced and to be produced within the CASPAS programme.

5.0 Exchange of Information on IPM & IS and Methodes to Utilize the Project .

5.1 The session considered the revised copy of integrated project for a Monitoring and Information System for the Assessment and Forecasting of the State of Environment and Pollution in the Caspian Sea Region (IPM & IS).

5.2 The session was informed that Azerbaijan Republic,Islamic Republic of Iran, Kazakhstan Republic, Russian Federation and Turkmenistan communicated their comments on the revised project to the chairman of the committee.

5.3 The session was informed that the chairman of the coordinating committee had forwarded the revised text of IPM & IS to the WMO secretary general and requested him to be necessary measures through EU and other international agencies for implementation of the IPM & IS.

5.4 The session is requesting the government of Italy to submit this project proposal to the EU through its governmental channel to obtain a better political 2 support.

Appendix: Trilateral Agreement among Governments of Islamic Republic of Iran, Kazakhstan Republic and Russian Federation.

 

 

9.0 Agreement on formal approval of the coordinating committee on Hydro-meteorology and Pollution Monitoring of the Caspian Sea.

9.1 The session considered the trilateral agreements among the governments of Islamic Republic of Iran, Kazakhstan Republic and Russian Federation.

9.2 The session requested the governments of Turkmenistan and Azerbaijan Republic to appeal to their respective governments to obtain formal approval of the establishment of this committee and take similar legal process for signing the agreement.

APPENDIX:

Trilateral Agreement among Governments of Islamic Republic of Iran, Kazakhstan Republic and Russian Federation.

This agreement records the understanding reached among the governments of Islamic Republic of Iran, Kazakhstan Republic and Russian Federation (here in after referred to as the parties) on cooperation in Hydro- meteorology.

The purpose of this agreement is to promote cooperation on Hydro-meteorology and Pollution Monitoring of the Caspian Sea littoral states within the constitution of the coordinating committee on Hydro-meteorology and Pollution Monitoring of the Caspian Sea (CASPCOM) and decisions are adopted in formal annual session of the CASPCOM.

The parties will consult within each other on any problem that may arise from or in connection with cooperation under this trilateral agreement.

This agreement may be amended or supplemented as mutually arranged in writing among the parties and upon the obtaining of formal approval of the establishment of this committee by the government of Turkmenstan and Azerbaijan Republic.

This agreement will come in to effect on the date of signature. Thereafter it will remain in effect until either party notifies the other in writing of its intention to terminate the agreement in which case this agreement would cease to have effect one year after the reciept of such notification, the termination of this agreement will not affect the completion of any project or program undertaken in accordance with this agreement.

This agreement is done in triplicate each in English and Russian languages, both equally authentic, the English text prevailing in the case of inconsistency.
