Recommendations

Of the 9th Session of CASPCOM

 

 

1.              To endorse the activities of the NHMS of the Caspian States in solving the high priority problems in the field of hydrometeorology and pollution monitoring outlined at the 6th – 8th CASPCOM Sessions in 2001-2003.

 

2.              To amend the Russian version of the "Agreement on Cooperation of the Caspian States in the field of Hydrometeorology and monitoring of Environment of the Caspian Sea" (hereafter Agreement) with a due account of the proposals by Azerbaijan and Iran delegations and send it to the CASPCOM members for approval. To agree with the WMO offer to edit the English version of the Agreement and check it against the Russian version. To agree with a proposal by the Iran delegation to make a translation of the Agreement to Persian.

 

3.              To participate in the IOC/UNESCO Workshop on coordination of research and monitoring of the Caspian Sea in Astrakhan , Russian Federation, 11-13 November 2004. To authorize Mr. Kudekov, the Kazhydromet General Director and Mr. Postnov, the CASPAS Coordinator to represent CASPCOM and CASPAS, respectively, at the Workshop.

 

4.              To consider a CASPCOM participation in the implementation of the "Framework Convention for the Protection of the Marine Environment of the Caspian Sea" (Tehran, November 2003) by establishing a pollution monitoring system (including drafting the relevant Protocols to the Convention) as a matter of high priority.

 

5.              To continue data collection to prepare an assessment of state and pollution of the entire Caspian Sea which will contribute to the CASPCOM authority both in the region and at  the international scene.

 

6.              To resume activities aimed at final drafting of Memorandum of Understanding between CASPCOM and CEP. The Caspian NHMS to take part in implementation of the CEP 2nd Phase in the field of  studying and monitoring pollution in the Caspian Sea and in the inflowing rivers.

 

7.   To consider as the most important for implementation of the CASPCOM Action Plan for 2004-2006, measures towards finalizing and signing the Agreement, establishing a CASPCOM Internet site and contacts with the donor organizations. To resume, in cooperation with WMO, activities to promote CASPAS projects (e.g, IPM&IS) for EC funding.

 

8.              To elect as the CASPCOM Chairman and A Vice-Chairman the Head of  Roshydromet Dr. A. Bedritskii and the Director of Azhydromet Mr. S.Shiraliev, respectively.

 

9.   To convene the 10th CASPCOM  Session in Tehran, I.R.I in the second half of 2005.  The timing of the Session will be further specified by mail.
