A Brief History of CASPAS
In view of exceptional importance of the Caspian Sea in the establishment of the regional system for Hydrometeorological aspects it was decided to establish a Coordinating Committee for activities on Hydrometeorology and monitoring programme.
The first meeting was held in Tehran, I.R. of Iran (2-6 September 1993). A committee was established and Prof. Z. Musaev of Azerbaijan Republic was elected as the Chairman.
On the request of Hydrometeorological Services of Littoral Countries a delegation of WMO visited the mentioned countries. The purpose of the visit was to assume the sea level fluctuation, surface and under current streams and potential destroys and damages of climate change within the Caspian Sea area.
The first session of the coordinating was held in Bandar Anzali from 29 Sept. 2 Oct. 1995. The outlines of projects are decided and a working group was established for following up the projects.
At a meeting for finding the common details of projects were discussed in Russian Federation.
Two sub projects were defined:
The total 12 sub projects will be forwarded to littoral countries of WMO through WMO.
Second session was held in Baku the Iranian delegation were four, including Dr. A.M. Noorian as the Head of delegation.
The Documents were slightly amended. Prof. Musaev chaired the committee for the next period and Dr. A.M. Noorian was elected as Vice-Chairman. The third session was held in Tehran with considerable developments and sponsoring from WMO and EU.
Representative of Italy during the WMO 13th Congress announced a donation of US $ 4.5 Million for establishment of observation network and environmental monitoring. In 4th session the distribution of this financial supports were discussed. The fourth session was held in 6-7 September 1999 in Tehran with participants from WMO, Italy and some other countries.
Of three proposals, the Russians was accepted. Dr.A.M. Noorian was elected as the Chairman and Mr. Kudekov as Vice-Chairman. Next session will be held in Almaty, Kazakhstan in September 2000.
